Do I need to self certify as sick?

I have broken my ankle and want to return to work but the work environment is not very good in terms of getting around independently. I have been asked to self certify as sick whilst the usual risk essments and health and safety issues are considered but this will leave me without money. If it is the building that is the problem rather than me, should I be penalised?
