How do you remove a Congressman from office for malicious legislative neglect?

I am in the process of attempting to remove a judge from office for criminal abetting a Mafia exaction conspiracy. I plan on contacting my local congressman (Waxman-CA) to initiate the impeachment process. However, when I asked Waxman in my former request to please contact the Attorney General's Office or FBI for istance, he refused to intervene and turned a blind eye to the criminal neglect. He said it was solely a law enforcement issue and refused to help. In lieu of the corrupted judge who is intentionally abetting the crimes, the issue is now public (although it was before since crimes are committed against the State, not the individual). If Congressman Waxman doesn't comply with my request to initiate impeachment proceedings, how do I remove him from office? I am 100% confident my local community will want him out and can get the required signatures to initiate a petition, however, what if he continues to neglect the crimes? Can I sue him for malicious legislative neglect?
