Did you socialize her in her own home? Dogs react differently to strangers in their own homes than they do to strangers on neutral territory. While you may have socialized her outside of her home, many people neglect to realize that they also have to do this at home. I would recommend having a variety of friends/family, etc come over on a regular basis while you are working on the problem. Have them just sit around and ignore her while she is being fearful. When she is acting curious, have them give treats (or toss them if she is not coming close). Good luck!
